Potential MB F3/B3 Bug

I'm gonna make this skill gap... disappear.
So I could be wrong and this might be how they are intended to work, but I'm noticing that when F3 and B3 are meter-burned, they will do the intended 16.5% damage as per the 1.06 patch buff IF they land without you being hit. However, if you take a hit during the move (which is absorbed by the armor and deals 50% reduced damage in accordance with the patch), the damage you inflict reverts back to 11%. I tested this last night on a few different characters when being hit by a few different moves, all with the same effect. It seems like if you take a hit and the armor is removed, the F3/B3 reverts to its normal version so that the damage will scale back and you will take full damage if hit again before the move finished, interrupting it. The received damage portion is how it should work, obviously, but what about the damage you deal? Should it still be 16.5% after taking a hit or should it be reverting to 11%? Basically, is this how it is supposed to work, or is this a bug?

I'll post a video with this later to clarify if needed.

Im starting to think this was intended as to promote the use of b3/f3 cancels but not overeward the use of naked b3/f3s.

Ok cool. That certainly makes sense, I just wanted to make sure that was definitely the intention. Caught me off guard when I noticed it last night. Feel free to close the thread, unless you think a discussion is warranted. Sounds like it's pretty much the way it should be though! Thanks guys.
