Possible solutions to fall out combo punishes?

This has been discussed to death, but I thought a thread to suggest solutions would be cool. Apologies if this has already been made.

I had a thought that perhaps NRS could add a new ability to cancel into a back-step immediately after an opponent drops out of your combo. I imagine it would cost like 1 defensive meter. I think this would add a little more thought to break outs and require reactions for the offensive player to make themselves perfectly safe. It would also keep the offensive player at a slight advantage as they would spend 1 less meter to get a somewhat soft reset.

I'd be interested to see other ideas, because I think this is one of the most poorly considered mechanics. Punishing someone for lading a combo is just dirty.
