I've noticed a couple odd properties with some of Sheeva's attacks. It's hard to tell if they are programmer oversights/glitches or not, but the fact that some of them are inconsistent across different opponents makes me suspicious.
I'll use the following notations below: FP = 1, BP = 2, FK = 3, BK = 4; forward = F, back = B, up = U, down = D.
1. In the combo 2, 1, 2, F+1, the last part (F+1) will whiff on certain characters who are crouch-blocking. These characters include Kitana, Jade, Mileena, Sindel, Baraka, Johnny Cage, Reptile, Noob, Smoke, Sektor, Sonya, Jax, Kano, Kabal, Quan Chi and Kratos.
Another complication is that some of the aforementioned characters (namely Kitana, Jade, Sindel, Smoke, Sektor and Jax) will actually be hit by the final F+1 if they're crouch-blocking in the corner.
Finally, for the characters I noted who can be hit in the corner by the final F+1, I noticed that it will whiff if Sheeva initiates the combo (2, 1, 2, F+1) from slightly outside of point blank range (point blank range = touching the opposing character; to stand slightly outside of point blank range, I lightly tapped the d-pad away from the opponent 4-6 times, each tap spaced so that I didn't back-dash), even though it looks like the move should connect since Sheeva's fist appears to pass through the opponent.
One other thing to note is that in training mode, the final F+1 in that combo does not make her striking hand "turn red" as seen in most other attacks. However, I'm not sure if this has anything to do with the above issues.
2. Sheeva's standing 4 seems to whiff on most crouching and crouch-blocking characters from point blank range. As an exception, it hits on crouching Kabal (but when Kabal crouch-blocked, it whiffs).
3. With the opponent in the corner, her F+4 exhibits strange behavior as well. It whiffs on a lot of crouch-blocking characters from point blank range (but not all of them--for instance, it connected against a crouch-blocking Ermac, Sonya, Raiden, Cyber Sub-Zero and Kratos). If the opponent is in the corner and crouching but not blocking, the move seems to connect on most characters, but it did either consistently or inconsistently whiff on others (consistent whiff: Sindel and Jax; inconsistent whiff: Ermac, Kitana and Jade). Also note that F+4 inconsistently whiffed against Jax mid-screen, perhaps stance-dependent relative to the opponent.
Of all these findings, I find #1 to be the most frustrating since the 2, 1, 2, F+1 combo string can be a nice high-low mix-up tool, and for it to simply not work against some crouch-blocking characters seems counter-productive to its purpose. I also find it strange that standing 4 and F+4 can whiff point blank because Sheeva's legs clearly pass through the opponent.
If anyone can replicate these findings or add to them, please feel free. I really like Sheeva as a character but feel reluctant to play her as my "main" with these potential bugs affecting her performance.
