Now that MK9 is pretty much finished, what are the tiers like?

I played MK9 a lot in 2011-late 2012 and watched 2013 Evo. It felt like Kabal was unbeatable then. What exactly happened that led to Kabal not winning a single Evo? How did SonicFox get out on top in the 2014 side tourney? It seemed like there were a set group of people who were so dominant in MK9 that no one else could really compete with (PL, Reo, Pig, CDJr/sr, MIT, DJT, etc).. did they just stop practicing and fall off or did other people really improve more than them? It just seems weird because when I stopped playing the game there it was over a year after the last patch and everything seemed set in stone. What happened?

Oh, and is Sonya now better than Kabal or something?
