Yes. In fact, there are also differences in the first step during a walk. I know Kenshi and Sub have great backwalk speeds and good step speeds and distances, Jade has among the best walks in the game, and Raiden's walking is terrible.
If people truly explored this part of MK9, the ground game would become a lot better among players.
