Its probably a bit of both.
There will never EVER EVER be a KI3.
However the fact the MS themselves publicly told everyone they renewed it, and they announced on there own XBLA website basically means there going to make a XBLA game. Which means 4J studios who made Banjo Kazoo and Perfect Dark XBLA games will probably be handling it.
