Kabal's reliable anti-airs are his instant-air gas blast, standing 2, and EX Nomad Dash.

You can also do his sweep to lower his hitbox. Works quite effectively.

It's so weird...Kabal tends to go for f4 the moment he sees Kung Lao teleporting to get in on him, yet they usually get s.4 by accident and it works everytime.
