Pedo tsung soul steals Sheeva , tags Shang Tsung in , soul steals Pedo Sheeva Tsung.

What will Shang turn into? And will it have like, 2x double boost?

He would turn into nothing, he would just get a regular damage boost. Even if Shang Tsung is morphed as a character, you cannot steal his soul and become that character, because at his core he is still Shang Tsung.
