Is there a viewable patch on the two hotfixed?

I seen the official patch notes but I don't see anything on the hotfixes. There was a hotfix that fixed Mileena's 11 wiffing, Rain's hydroburst working on both sides and Lao's infinite with hat.

What did the other hotfix before the last patch do? Anyone have official document or post from Lord Paulo

There's no official notes for hotfixes. They're just temporary fixes until a real patch goes out
