How does landing a shoulder guarantee an ex lightning?

I've read the statement in the title several times in different places (including Brady's guide), but I don't get it. Anyone with even a half-decent wakeup attack can completely avoid it easily. Am I doing something wrong?

Full screen fast armored moves like Cages En Shadow Kick will beat your Lightning.

If the opponent tech rolls, En Lightning will whiff. To counter this, wait 1-2 seconds before you do it.

Up close, you're prone to more wake up attacks but you can get more damage, up to 30%+.

Note that this is just a really basic run down.
