I feel like if you're going to compare two beats then maybe they should have come out in the same decade. Picture me rollin came out in 96. Lean back came out in 04. Also that's Tupac! I don't think anyone is going to put any fat joe song or scott storch beat over ANYTHING Tupac has done. PMR is a CLASSIC. LB was the biggest hit of Joes career lol. Kind of hard to debate, but I didn't like LB so I'll go with Pac.
