Tech Harley J3 50/50 reset

OK the top Harleys know about this but the unknown Harleys may not.
@AK SaltFace showed me this a while back
I'm pretty sure this is what @SonicFox5000 was talking about ( her meter less vortex)
Its not really a vortex since they can wake up but they can't backdash!

I actually picked up on this from watching Saltface. It's good stuff. Lol I'm probably the jumpingest Harley already no need to give me more jump tech.

This is good because Harley has multiple ways to discourage wakeups. Great option to have after conditioning your opponent.
