Grabbing an opponent out of special move recovery

I've been punished hard on multiple occasions where an opponent would use a projectile, I evaded it and try to throw them while they are still in recovery. This whiffed even though I was standing right next to them and I was wide open.

Thoughts?

You cannot throw opponents when they are in any kind of recovery state. You can only throw them if they're able to block.
