Updated OP with corrections and added missing data and first day patch. Changes:
Axe:
db3 start-up from 14 to 10, recovery from 32 to 42, active frames from 3 to 5
edb4 hit adv +1 frame.
No axe:
2,2 stratup from 14 to 15, rec from 32 to 29
d3 block cancel from 8-9 to 9-10, hit cancel from 9 to 28

October patch changes: only thing I found is axe db3/exdb3 recovery increased from 32 to 42, but maybe I missed it the first time.
