There is rounding going on but these are pretty accurate.

Best specials for Doomsday to build meter:

Blocked Earth Shatter: Both hits = 23.53% of 1 bar
Blocked 1st hit of Supernova and 2nd hit hits = 21.05% of 1 bar
Earth Shatter hits with both hits = 18.18% of 1 bar

Conclusions:
The best way to build meter is Earth Shatter on block or on hit. Also this is Doomsday's only special move that is safe on block.

Even if the opponent blocks the first hit of Supernova they can still dash out of the 2nd hit and give you a full combo punish.

Venom builds decent meter if they block it for 17.39% of a bar, but it is full combo punish. Using venom while our trait is active is a decent way to build meter however.
 
Strings on hit. I didn't do all strings but these strings confirm a basic formula that the more damage a basic move does, the more meter it builds.

3,3: 14.65% damage. 12.12% of 1 bar built (8.25 hits to build 1 bar)

b2,3,1: 13.84% damage. 11.43% of 1 bar built (8.75 hits to build 1 bar)

b3: 11% damage. 9.76% of 1 bar built (10.25 hits to build 1 bar)

3: 7% damage. 6.25% of 1 bar built (16 hits to build 1 bar)

2,2: 5.85% damage. 5.13% of 1 bar built (19.5 hits to build 1 bar)

I am confused on the following

b1: 5% damage. 4.26% of 1 bar built (23.5 times to build 1 bar)

b2: 5% damage. 4.49% of 1 bar built (22.25 times to build 1 bar)

both of those moves (b1, b2) do exactly 5% damage but the b2 builds meter slightly faster, I do not get that at all.

1,1,2: This string is bugged I will add it after it is fixed.

Strings on block.
Lol I don't have the patience right now to do this. Maybe one day...

So far it seems that basic moves do 1/30th of their damage if a move is blocked.
For example: Body Splash (j d3) does 9% damage on hit, and does .3% chip on block. But some moves are different and do more chip than usual like B3, and F3.

On Block:
B3: 1.38% damage. 6.56% of 1 bar built (15.25 times to build 1 bar)

Conclusion:

So far it seems that just doing more damage with basic moves builds more meter but I am confused on the b1, and b2 data.

The bugged 1,1,2 string shows that the same amount of block damage taken builds way more meter than that same amount of damage on hit. For instance the 2 in the 1,1,2 string does 7% on hit, or 7% on block. But the blocked one builds WAY more meter.

High amount of block damage taken from blocking a special move is probably why specials build meter so much faster.

Great find and very interesting results for Earth Shake and Venom.

It looks like Earth Shake got a lot stronger with this discovery since it truly does not matter if they block both hits
