Cyber Sub-Zero cancel Bombs not freezing?

When i cancel strings like 21 or 33 into Cryo Bomb, the Bomb doesn't freeze the opponent, he just bounces up a little.
I can't make any string cancel Bomb freeze the opponent at all.

Is it supposed to be like this?
Hard to imagine, i think it's a glitch.

IIRC if the bomb comes out while the opponent is in blockstun or hitstun, it won't freeze.
I think it on purpose and not a glitch.
