Augments are locked to "kasual" game modes (active by default; presumably toggle-able à la Injustice 2's select screen "load-outs"); while, skins etc. are freely selectable... At least, one would damn well hope so.
I mean, if they're releasing the game as severely gimped (in competitive) modes, as to limit everything to two, bland, developer decided and forced "variations", sans even cosmetic choice -- the very MKX system that they said they were trying to evolve and move away from -- then they will be treading on the game's reception so disdainfully, that it may literally impinge on sales...
