Level up. If the same move is hitting you over and over again (and we're not talking online here, which is wholly irrelevant to becoming a better player and where lag abuse will run rampant regardless), go to the lab and find something around it. Most strategies in this game can be beaten by good prediction, blocking, and punishing. The game's practice mode even lets you practice against any string you don't know how to beat!
There are already threads about how to get around ice clone - the fact that you think only "cheese-noob" sub zeros throw ice balls behind clones means you have a lot of character learning to do to begin with. That's what that character DOES. Hell, you even answered your own question with teleportation moves. At the end of the day, each character and each variant's options against any given strategy will differ. What remains the same is having the KNOWLEDGE about what other characters' moves look like, whether they're plus or minus, and what YOU and your character's options are to start pressure, poke out, and punish strings.
From your post it looks like you're largely playing online. Know that many serious players interested in becoming better players do not use online as a measuring stick for anything because the lag dynamics change move properties, which makes a MONUMENTAL DIFFERENCE. Things like a blocked Scorpion teleport can be full combo punished pretty easily offline, but online can be a free pass due to connection issues, netcode issues, whether it's raining in your area, and a million other things. If your response is "but it's my only option / I like playing online / whatever", then acknowledge the different move properties (which makes it a completely different game in terms of what is/isn't possible) and find something that works in THAT medium. Know that attempting to get better off of online strategies will always be faulty for this reason. Good luck out there.
