Character With Most Damage For No meter

If we made a tier list for characters based off of not having any meter and their ability to still do damaging combos where would everyone be? I personally think D'vorah would be #1 but just want to know what other people think

How's everyone forgetting summoner quan? He gets 40+% midscreen meterless and 50+% Corner meterless. I don't think anyone beats that

Well in the corner I can get 47% Restand into a guarentede extra 4% so 51% if you count it
