Anyone have issues using DLC while not connected to the inter web?

So im out of town, and wanting to stay somewhat sharp until i get home this weekend, and i noticed i cant use any dlc, which is dumb because i play kenshi. Check my HD all the files are there, log in log off and still cannot use any dlc characters.

Something im missing here or is this just a POS fraud effort to make me buy complete edition ?
