General/Other - Dragons Fire 2x EX FB Damage Glitch?

I was messing around with Liu's EX fireballs and noticed a difference in damage when you do the double enhanced depending how far you are from your opponent. Is this a glitch maybe? I know it wouldn't really matter in game since I don't think anyone will waste 2 bars in a match but I thought it was interesting. What do you think?

There's not really a logical explanation for it either, the scaling just activates and varies at a random distance.
