Supposedly, but it was never confirmed to be real. Plus if you compare the concept art to the actual characters they are miles apart.

to me it means that they've given it thought enough to design a character. even if they change the design it's expensive to scrap it, so odds are he'll be in the game in some form

I agree, like i said in the video, theres no way neatherealm would leave aquaman out of another one of their DCU fighting games.
