Actually the most powerful DC Character is God.. The Spectre serves under him although God has never made a physical appearance in the comics..

1) That was an insider joke. The people who stand above the Presence are the writers, who created him. That's the reason why Marvel's God TOAA (The One Above All) is the most powerful being in fiction, because it is the writer himself, who can change everything if he wants to. The Living Tribunal is on pair with DC's God The Presence.

2) Nah man, Spectre stands above few more people. He might be Gods right hand, but in the end of the day, there are some more powerful characters based on feats, like for example the classic Anti-Monitor. Above Anti-Monitor would be the Over-Monitor / Primal-Monitor, but that also just in theory, because he basically never did something.

Barring that, the dude runs at the speed of whatever. You can't catch him or touch him. He can probably throw a punch with more force than anyone else. He could probably throw a dozen of them in like 2 seconds.

His brain operates at the speed of light too. 2 seconds to an ordinary person is like 5 hours for him. If you were to try and shoot him from behind, the very microsecond that he hears you touch your gun, he'll run to the library, figure out how to solve world hunger, come back and erase you from existence, in like 2 seconds. He also heals faster than the ordinary person. You know, assuming he actually gets hurt.

Of course, DC comics always has him sand bagging.

Ignoring any "prime" character or God type character, Swamp Thing is the winner.

He's taken down Superman (and he said he was holding back when did it), Batman, The Spectre and pretty much anyone who's ever stepped to him. Oh yeah, he almost killed "god."

No unfortunately The Flash cannot, why? Just because you can time travel doesn't mean you know where you're going, none of them know when/where Doomsday was made, it isn't on earth. Time Travel in this case does not mean an automatic win.
