I don't think wake up attacks can just be rated on their properties alone, even though it should work that way, like MB Phase by Mileena for example. A good wake up attack can be given to even non armoured or non invincible moves, like Kung Lao's Spin, Mileena's Roll, Reptiles Dash, Subs Slide, Errons Tackle (while block baiting slide)
These two wake up attacks are particularly good, these both work like MK9 style wake ups, you have to time your attacks right, and vs Mileena, you have to use only the correct mids, and she can roll under some of them...
When you bait a Kung Lao MB teleport, you actually allow him to get up off the ground at most ranges, and if you don't use the right normal or time your stuff properly, you can be raw spun, and if the opponent has a breaker, they can essentially use the spin as a sudo wake up, get it wrong, and then break. So, his spin can be used conventionally, and this is the case for most wake ups in the game. If you have a breaker and no real given wake up, then you might as well use a breaker to feed that move, slightly more expensive, but at least it gives you a wake up fall back.
Example: Quan's instant NJP attempt - stuffed - breaker.
But, what the hell:
1. Mystic EX Push (Also feeds into his gameplan, fear will allow him up normally)
2. Kenshi Possessed Overhead Slice (Pretty much safe, no risk, difficult to knock him down out of range)
3. Raiden MB Vacinity Blast (Safe on block, Mid, Hard to knock him down out of range and then wiff punish)
