We've seen Rain drop kicking Kotal Khan in the storyline trailer. We see snapshots of Fujin fighting Shinnok along side Raiden. Now we see Bo Rai Cho walking with Raiden having a discussion with him. Whoever said there is only going to be one DLC pack is delusional.

Seeing other characters in story or snapshots elsewhere does not indicate them playable in the future.

Liu Kang and Kung Lao alive and working together. We see them with Raiden when the cameras pans past Baraka and the Tarkatans like in the Story trailer so this is most likely 25 years later. This will probably be a costume for Liu, and confirms him as the third boot.
