Damage Scaling in Injustice

Ok I tried searching but couldn't find what I wanted.

Does anyone know how damage scaling works?

From what I've seen it seems to work more like Blazblue than any other game I've played, some moves just scale harder than others.

Basically what sparked this is a Flash combo:

112 xx df1[MB] > trait > df1 > df1 > df1 > df1 > df1 = 45% damage
112 xx df1[MB] > trait > f3 > df1 > df1 > df1 > df1 = 42% damage

df1 does 10%, f3 does 11% damage raw. This is really odd, my normal Flash combo is:
112 xx df1[MB] > trait > df1 > df1 > df1 > df1 > df1 > df1 > df1 > b22f3 xx bf2 = 58% damage

I thought adding in a high damage move (and one that conveniently bounces them higher, making the rest easier) would increase the damage but it actually drastically reduces it.

So I guess any information anyone has would be useful. Although I had a specific reason for creating this thread, it can be a general damage scaling thread because damage scaling in Injustice seems weird.
