Yeah, but no other fighting game has moves customization and different variations per character. If we were talking pre-designed characters then maybe I'd agree, but even then I'll always take quality over quantity.
This so much. I don't think a lot of people realize the time and effort that goes into designing, well,
anything. If NRS had infinite resources (Time, Capital, Labor, etc), then yeah, a massive roster would be nice. However, they don't have unlimited time or money or manpower. They have a budget they have to adhere to, and that means there has to be constraints.
One of those constraints is the roster size. We have to remember that every character seems to be getting north of 100 gear items, at least 3 skins (almost certainly more), unique VA, extensive 3D modeling, and custom move sets totaling around 10 specials. This is a lot for a single character. Now multiple that by 25.
That's 2500 pieces of gear, 75 skins (at least), hundreds of hours of VA, hundreds of hours of modeling, thousands of hours of QA testing, 250 special moves to animate, etc ect.
Making a Triple A video game is no small feat these days. It's a labor of love, and at the same time a soul-crushing exercise in tedium and endurance.
With all that being said, I think we're lucky as a fan base to get a 25 characters. Have you looked at Kitana?? She looks absolutely incredible, both from a game play and aesthetic perspective. Same goes for D'Vorah, and Liu Kang, and Johnny. They all look
amazing, and we have NRS prioritizing their resources to thank for that.
Yes, they could have put in Mileena, but there's always an opportunity cost. If they add Mileena and take away no one, quality probably wouldn't suffer much at all. But add another "fan favorite", and another, and another...and pretty soon, all of NRS's resources have gone into pumping out subpar characters with bland designs, weak customization options, and most likely an overall rough product.
TL;DR: NRS can only put so many characters in a game without sacrificing precious resources and risking an inferior product. Some fan faves just have to sit out. :/
