Hard one, I think it does come down to the player though.
I believe that every of the top tier characters has the potential to beat the other.

Lao has amzing rushdown but no good zoning. He can teleport which can be punished on reaction.
I'm not trying to downplay him in any way but a quan chi MU is still tough for both of them because they are essentially night and day, as we seen in the latest tournament (congrats F0xy btw).

If you must label some char the best, my vote goes to Kung lao but as ketchup said, I'm talkin' highest level.
I mean come on F0xy can full combo punish the ice clone haha.

Edit: DJT Tremor is also pretty bad ass, does he have a bad MU?

.just found out exnutpunch has invincibility frames like of course she needs it(hopefully onlyy on wake up)

.true 50/50.
-made safe with a bar (what is life)
-into vortex with a bar
-40% in corner
-41% into vortex with a bar in corner

.insane advancing string that moves 2.5 of her body
-can be made plus for no meter
-it's 10frame on start up.

.fastest b*tch in the game.
-6frame safe wakeup(what is life)
-5frame punisher
--that's zero on block(or -6 if you suck at hit confirming)

-6 frame pokes (d1 and d3)

...in case you couldn't tell she's my training partner's main so i have a lot of salt in my veins right now(fyi there is no 5frame move in the game, that's supposed to be a joke).

Lao and Shinnok are most solid IMO. Tanya is solid as well. Although I feel she falls behind in a few matchups

Kung Lao without doubt. Has an answer for everything in this game, and little or no weaknesses, plus he is not so execution heavy as characters that base his pressure on cancels.

I did an honest vote, meaning I didn't scroll down and read other people's responses. I checked off characters based off of ones I had the least amount of trouble beating, their weaknesses and who I've seen play them at the highest level. What I was left with was Kung Lao, hands down.

I'd rather fight 5 Laos in a row then 1 kobu Tanya. She's just so dumb and flow chart. And just a personal gripe, it's the freaking most obnoxious thing in the world that my reward for knocking her down is, you, the Tanya player, are granted a fifty fifty lol.

She can neutral crouch HCBs and she can crouch block them as well, both without getting hit. Standing 4 from KL doesn't hit cassie crouch block either.

Sooo much mis-information in here lol

EX flip, tiny hit box, so while safe is not as much of an offensive or even defensive tool as lao's spin. For example I'm minus and decide to ex flip to get you pressing buttons, but despite making the right read it will miss at any other range than point blank. Also on wake-up depending on character/set-up you can literally just run in JIP and punish flip. It's not a complete get out of jail free card...

"into vortex with a bar" is pretty good but not as great in this game since without that bar her 50/50 is massively punishable. Also many character have meterless vortex's and better oki games without spending bar.

B1 is 11 frames not 10, b12(4) has a gap so you can punish her for trying to get plus frames. and b12 is negative 7 meaning it's your turn to push buttons. I will not deny b1 is god tier though.

5 frame punisher that's 0 on block? what version of the game is this? I don't even know what you're talking about. Her fastest moves are her 6f standing 2 which is high and her 6f flipkick, which is negative as hell.

"6f pokes d1 and d3" plain wrong , d1 is like 8 frames, d3 is 7 with stubby range. she has no 6 frame poke. But her d4 is 8 and has great range.

First of all her JIP in 6f and second if you think her jip is better than sonya's or lao's you're on something mate, lao's hits from 3/4 screen away!

Obviously a great character but she has no where near the dirt of half the people on this list. Quan has a meterless vortex that does more damage, and can be made plus!
