I know it would maybe be redundant but a story about them just chilling and entering a friendly tournament only for their souls to be trapped and need to fight would be fine. If it doesn't revolve around a tourney it's hard to make it feel like MK.

To hard to nail down.... there are so many great options beyond the "always in" OG peeps. So excluding the common OG guys that are always in it I guess my picks would be

Personally, I would like to see Sindel again, she has been my main every time she has been in the game... Also, I think Triborg, would be great to return and fill 4 slots at once and the Borgs are always popular. Also, Ashrah is my pick for "So old it's new again character". Bring her back and do a redesign and move set... like they did with Tremor.

For "comeback character" I would love to see Striker, but having a cop brutally beating the shit out of people with nightsticks, flashlights and guns is probably beyond the twitter mob to let slide. The other one would be Ferra/Tor. My "dream" pick would be a playable version of Motaro . I do not care how they do it, but it would be great to have that work somehow. MK needs to embrace the ridiculous a little more. Stop being so serious. Somthing fun like Motaro would be epic.
