Why isn't there an Outworld Faction?

Lin Keui - Warriors that help protect Earthrealm
Black Dragon - Criminal Underworld of Earthrealm. Has no lineage to any of the 3 realms.
Brothers of the Shadow - the Netherworld Army.
Special Forces - Military personnel to protect Earthrealm.
White Lotus - Overseers of Earthrealm.

Why does Outworld get no love? I'm only asking because the characters I enjoy playing most are all Outworlders (Kotal, Erron Black, Ermac, Ferra/Torr). There should be faction that is Outworld-oriented but for some reason NRS has decided to put Outworld on the back-burner with Shao Kahn no longer in the game.

There is no faction for that. As Emperor of Outworld he rules it all. If there was a faction inside of Outworld itself then there would representation. Brotherhood of Shadows is a faction within Netherrealm as are the other factions a part of Earthrealm.

But it is not that black-and-white within Outworld as shown by the rebellion. Edenia is still at war with Kotal Khan's rule while former followers of Shao Kahn has decided to rule by whomever is deemed emperor.

The rebellion no longer exist because the leader is dead.
Edenia isn't at war with his rule, it is a realm that belongs to Outworld. The only civil war has been quashed.
Those followers serve the Kahn/Kahnum and will always do so.

Mileena is dead, but don't be surprised if Rain and/or Tanya will continue to take on the leader's stead. Even though KK wants to unify Outworld, Edenia wants to be free from KK's rule as stated by Tanya. Rain, on other hand, has his own agenda but still feels opposed to KK's rule.

At the end of the day, there really isn't any specific factions mentioned in MK lore that originate specifically from Outworld. This might change in MKXI based on the foundation set in MKX (although with the death of Mileena, who knows?).

From a design point of view, more factions could become unwieldy and convoluted as well.

The factions has to have a stake in the control over earthrealm. Mileena's faction or Kotal Khan are only concerned with dominion over Outworld. Read the blurb in game. Each faction is vying for control over earthrealm.
