Traditionally, "Nerf" means to reduce or lessen the effect of something in-game. Today though, most people use the term "Nerf" to mean something has been made useless.

I dont think ex roll was made useless, I do think it was nerfed.

i'll never get over how some characters HAVE to spend a bar to get 32% mid screen while others like meelina and demo sonya can just chiki briki 35% midscreen meterless and keep a full bar of candy.
