Eh it's not a bug. There's a gap before the shatter which makes the reversal come out but then both the ice burst and the shatter shards hit at the same frame which makes it possible to block (any 2 moves hitting at the same frame can be blocked to prevent true OH+low unblockables.)
Or at least that's how I remember it was when I used to play.
