He's been created and is 100% complete and playable in UMK3+ with a full moveset!

But you're right about 1.2 and juggernaut hack. His teaser in the attract fight sequence is just reptile with a different palette and that fake nameplate.

Created with custom code, so hacked I suppose.
The only two pieces of rain that existed originally were his palette and the Rain Wins text.
