It's not so much the situational punish for smoke bomb, but my question is can he wiff punish with this at neutral?

Tight, and would likely be a read as Smoke could always F121 or phase, but certainly something to keep in mind.

In theory, yes but it's easier to confirm S2 into 1234 for less damage because of S2's 9f start up.
