If the Tail Flip hits a fraction of a second before the Facehugger, the opponent can block it, even though the tail flip connects for full damage. I set Sub Zero to Auto (any gap after the first hit is blocked) so it is odd that the Tail Flip (being a hard knockdown) results in a standing opponent. Hope it gets fixed because it messes up mixup done to set up the facehugger.

This is the expected behavior. The tail flip doesn't lead to a comboable state and the face hugger is interrupting the reaction so it becomes blockable.

Another example of this is with Reptile. Put out a forceball and then do b+2 right before the forceball hits. The opponent can block the forceball because the ground bounce hasn't started yet.
