Skarlet D2 KB Possible Bug? RESOLVED

Is anyone else having trouble with Skarlet’s uppercut KB?

The conditions are being met but I’m not getting the KB whatsoever.

Some moves even being high punishable or countered don’t trigger KB. Lao’s teleport, Sub’s Ice ball.
