I think the purpose of this move was to make your opponent wary / scared of trading projectiles with the hammer, but it's not working as intended right now, the new condition is to only hit twice a row, but it's bugged right now when it can't activate during projectile trades.

This isn't a bug, kotal's and Sonya's behaves the same way. You can't trade and your projectile has to hit them first.
