It can, you just have to wait a little for him to properly stand up. But the better option is standing 2 which doesn't whiff at all, standing 1 has a higher hitbox so it whiffs on certain moves, same on Noob's teleport.
here's to hoping they're at least of the same startup frames (away from ps4 and I'm too lazy to google frame data now. lol)
Standing 2 is 10 frames, 1 frame slower but it's 100% guaranteed, no need for f3. Also standing 4 works for the best damage, but you have to be tight online.
jailing after d1 on hit is super tight and not really worth attempting imo, i don't understand why NRS can't just make everyones d1 +14 or something on hit :/
You can jail from a standing 1 on hit, but it's a 1-2 frame link, so it's practically impossible online. The rest they need to address.
based on my friends' playthrough, doesn't seem to be the case unless you're shao khan. liu kang in particular seems to enjoy this the most. even kotal and noob get to jail after a d1 on hit with their respective 1 strings.
what has worked for me so far is ticking throw like a madman or backing up after a d1 on hit so I can bait and punish with a sweep or f3.

He timed the second dash 4 into fatal blow wrong that's why he whiffed it.
These combos are pretty difficult to pull off. I spent a lot of time trying to hit them just to see how much damage they do.
