Shang Tsung into H. Smoke?

In the DS version of UMK3 can Shang Tsung turn into Human Smoke. I don't see it in the strategy guide or even robot smoke. If so how?

On the arcade port he can't morph into either Smoke, but on the three major home ports, Saturn, SNES, Genesis he can into Robo-Smoke.
