Hey, just wondering if you could block, then unblock to miss the grab after b13, and then still be able to block the spinny combo launcher Raiden has.

Yes. It's a 2f OS. Block first hit of storm cell, release block to duck grab, block second hit of storm cell.

how constant is this os. Seems like I'm never hitting it

If your execution is on point you should land it 100% of the time. It's not easy, but the theory is that you should only be getting hit because you were trying to take your turn after B12, instead of guessing wrong between storm cell/grab
