Pretty sure that's intentional. The reason for it I'm not sure, could be to stop it from being a fullscreen anti-air against anything.

Rajin needs lightning bolt to not have a 28 frame start up imo. The quick charge keeps everyone out alright but your gunna eat 50 fireballs. Wish i could trade at least one if opponent is out of corner and you could fart on them for the kill.

That's pretty much the point of the move though, especially considering that opponent barely loses anything even if he can't jump at full screen.
Not to mention that opportunity cost of this move on variation building level is really steep.
