punishing f13orbital hat

I just got slammed by some EB punishing this by standing block f1 ducking the 3 part. Orbital Hat just whiffs entirely that way and he b2 punished me everytime. Anyone know what other chars can do that so I know before hand and don't get thrashed lol. I let him do it 2 more times because of muscle memory after the first time and also I had no idea this was a thing.
