Um...d+HK which is how you do the dive kick lol

Why would anyone think to press up then down+hk while you are already in the air?

only press up as soon as jump kick hits. and ill tell you why you press up before dive kick: its custom to press up (jump) and the dive kick with lao from the ground. that's how i started doing this years ago, because when i play lao my first usual habit is to look for UP kicks and dive kicks, this is how that comes out by accident.

just hit up as soon jk hits, do dive instantly.

You can hit up as soon as you leave the ground in order to 'unlock' the dive kick, best is just before impact though

But doesn't this mean you can do two air fireballs with kang? And shoot like three sais with mileean before you touch the ground?

Uh, no...you're not doing two dive kicks, you are doing a jump kick then a dive kick.
