Unless you can do it on off of scum grab, yeah it's probably just in the other variation.

It is for skewered.

If skewered replaced the stupid random low special in True Kahn I would actually play it. The low makes zero sense with the rest of that variation. They should have given him a long range anti air into combo for the variation with defense buff and extra projectile so he could actually have an offensive and defensive variation. Meterless skewered can also act as a combo ender without annihilation.
