3d era characters didn't get a chance to shine because they mostly sucked. mk9 didn't just "accidentally" reboot the franchise.

I personally love Shinnok and Quan Chi, and yet they come from the 3D era.

Everyone always liked Kenshi so he's kind of his own case, but I'm sure Fujin and Sareena would be great if given a second chance. They are requested for a reason after all.

Now I don't think every single 3D era character has potential (they can keep Drahmin), but some do and it would be a shame to waste it.
