His arms look like amphibian merfolk, this is probably some swamp based race.
My guess is that this Shao Kahn is from way before MK1, and this was a past advisor (he stands very close to him). Though if this Shao is from the same instant when Liu Kang and Kung Lao then the theory isn't valid, time will tell.
I looked at the Kollector pic we have so far, and I think he really will be like a blend of different character concepts. Even the clothes he had on looks like very different things put together. Like he has a high collar sticking out forward AND a hood on top of that! This looks like two designs mashed together. And the ornaments on cloth on his chest, they are asymmetric. On his left side it is decorated with fangs or claws, and it is just a golden ornament on his right side.
