"Negative edge" makes all button presses count towards special move inputs. Here are some examples:

When you do B1~NDC, B1~NDC, you press Back 1, Back Forward 4, Block Back, Back, 1, with Back Back 1 being the input for Gas Blast.

Kabal's Tornado Slam: Down, Back, 2, you can press Down 1, Back 2, to poke the opponent with a D1 and cancel it into Tornado Slam.

Just keep practicing, and you will get it down to your muscle memory eventually.

ok, man , you cant do b1 f4 b + blk and repeat to get b1 ndc correctly...thats the problem

Keep holding back when you cancel the nd and just press 1 off that.
