Kabal’s NDC drains defensive meter and not offensive, anyone find this hmm.. offensive?

Was plying yesterday and having s blast with our boy Kabal til i realized that my defensive meter is draining instead of my offensive?

you know what happened next?

it hit me so hard and i realized NDC is bad because it takes away my breaker. i was losing coz i didnt have enough meter to roll or break.

i mean, im on the offensive mixing my opponent with cancels and taking risks, why the hell does it drain my defensive meter? One would assume its supposed to function like Raiden’s teleport.

this is a werid decision beyond my comprehension.

any thoughts or things i might have missed?

They probably thought the NDC's are strong so to balance it out they'd drain defensive meter so that you CAN'T have breakaway when you mess up. High risk and high reward, I suppose.
