Is Orbiting hat amplifiable in Lotus Fist preset? How to do it?

As the title says. I have seen kung laos in videos do double orbiting hats, but when I do orbiting+rb it is not amplifying?

I swear by some luck it randomly happened in a fight but I have no idea how I did it.

wow and it started to work... I am confused why. Maybe I was doing practice mode with a non tournament variation the entire time

You need full offense/defense meters to even do that.

You need both full bars. Imo it's not really worth it in the first place unless you are trying to turtle out a round.
