Is anyone capable of canceling Shao Kahn's F3->4 string?

I'm playing on the latest patch on PC and I' m trying to cancel Shao Kahn's F3->4 string, the menu suggests it can be cancelled because of the cancel advantage but I'm having a really hard time doing it, I have tried for 10 minutes with several timings and I just won't come out.

Is this a problem with my timing or is the frame data just wrong?

It can only cancel into the specific 3rd hit (1+3). So, it has a cancel advantage, but can't be canceled into specials.
